Mr . Knowles was asked to lend copies of these laws and policies that he <br /> has in his files for duplication and distribution to the Committee . <br /> Mr . Fales remarked that there is always a problem of definition as to what is <br /> meant by low - and moderate -income housing . Mr . Newmark responded that these <br /> definitions are generally arrived at through negotiations between HUD and the <br /> County Housing Authority and become applicable to that area . <br /> Mr . Newmark made a presentation on the Draft of the Initial Housing Plan , a General <br /> Plan Element , San Mateo County , which he hopes is now in the final draft stage . <br /> The preparation of the Draft has been a two- to-three -year program and the cities <br /> of the County were deliberately brought into the study . There are five basic goals <br /> which conform to State and Federal guidelines for housing elements : <br /> Goal 1: A sufficient supply of housing to insure a safe and sanitary <br /> dwelling of adequate size and acceptable cost for every County <br /> resident . <br /> Goal 2 : A sufficient production of new housing to :insure a safe and <br /> sanitary dwelling of adequate size and acceptable cost for new <br /> residents anticipated under present and future growth policies . <br /> Goal 3 : A sufficient distribution of housing by type , size and cost so <br /> that each household , regardless of race , color , or national <br /> origin , is provided a reasonable choice of location within every <br /> community throughout the County . <br /> Goal I+ : A sufficient level of public services , amenities , neighborhood <br /> design and maintenance to insure decent quality residential areas . <br /> Goal 5 : Sufficient provision for social needs related to housing and <br /> protection of fundamental rights in the pursuit of satisfactory <br /> housing . <br /> Objectives are included under each goal that are' put into time frames and <br /> specific departments are identified as having prime responsibility toward <br /> achieving those objectives . The original draft of the report was prepared by <br /> Williams and Mocine , planning consultants , with technical direction from the <br /> city planning directors in San Mateo County and the County Housing Authority. <br /> The second draft was subjected to four public review Lessions in different <br /> parts of the County . This was the major exposure of the plan . The current <br /> draft has been distributed to all city planning commissions and city councils <br /> with the request that these agencies review and co?r1nert on the draft be the <br /> first week in January in anticipation of action by th€ RFC in February . The. <br /> statistical documentation is presently being updated bus Williams and Mocine <br /> using 1970 Census data . Among the more immediate objectives is a desire to have <br /> 1, 000 low - and 1, 000 moderate- income housing units added to the County housing <br /> supply during the coming year for elderly citizens anc families .
