Current developers must be encouraged to accommodate all income <br /> levels in their housing developments . The Committee should act as advocates for <br /> the less- vocal of those who are in need . Some of the burden for satisfying <br /> 4 lower income housing needs should be put on the developers and not left . to the <br /> government alone .
