Urban
Affairs Specialist Richard Rivas made a progress report on the Housing Target
Area . The basis for his remarks was a November 21 memorandum from the City Manager .
HOUSING TARGET AREA
Rivas said that they had divided the Target Area , now smaller than originally
and bounded by Maple, Spring , Chestnut , and the Southern Pacific line , into
three parts .
The first part , Area "A" , bounded by Cassia , Spring , Chestnut , and Hilton, would
be looked at as a possibility for a rehabilitation program. An area of predomi -
nantly single-family residences twenty to fifty years old , it has a high level
of private ownership . A "windshield" survey of the area suggests that only a
couple of homes would not qualify for rehabilitation . There is some vacant land
in the area , that might be appropriate for a minipark or a small housing develop-
ment . The Building Department will do an exterior survey of the structures in
• Area "A't . Public Works will determine what streets need resurfacing or widening ,
if any , and will check out the areats 'water and sewer facilities , lighting , and
dangerous intersections . In the study of the area , the Planning Department will
basically be concerned with the population, age , income , race , amount of homeown-
ership , and the value of the land and improvements .
Rivas said that a report with preliminary recommendations will be made to the
Housing Concerns Committee at its December 13th meeting . -
Rivas said that two other areas within the larger Target Area had also been
identified . Area "B" , the section east of Middlefield not included in Area "A"1
includes a church and some newer apartments , but particularly along Maple Street
is is dilapidated and probably should be looked at with medium clearance in mind .
He said he expected to report on this by the middle of February .
