<br /> Vice-Chairwoman Mary Henderson called the meeting to order at 7 : 10 A. M. Urban
<br /> Affairs Specialist Richard Rivas made a progress report on the Housing Target
<br /> Area . The basis for his remarks was a November 21 memorandum from the City Manager .
<br /> HOUSING TARGET AREA
<br /> Rivas said that they had divided the Target Area , now smaller than originally
<br /> and bounded by Maple, Spring , Chestnut , and the Southern Pacific line , into
<br /> three parts .
<br /> The first part , Area "A" , bounded by Cassia , Spring , Chestnut , and Hilton, would
<br /> be looked at as a possibility for a rehabilitation program. An area of predomi -
<br /> nantly single-family residences twenty to fifty years old , it has a high level
<br /> of private ownership . A "windshield" survey of the area suggests that only a
<br /> couple of homes would not qualify for rehabilitation . There is some vacant land
<br /> in the area , that might be appropriate for a minipark or a small housing develop-
<br /> ment . The Building Department will do an exterior survey of the structures in
<br /> • Area "A't . Public Works will determine what streets need resurfacing or widening ,
<br /> if any , and will check out the areats 'water and sewer facilities , lighting , and
<br /> dangerous intersections . In the study of the area , the Planning Department will
<br /> basically be concerned with the population, age , income , race , amount of homeown-
<br /> ership , and the value of the land and improvements .
<br /> Rivas said that a report with preliminary recommendations will be made to the
<br /> Housing Concerns Committee at its December 13th meeting . -
<br /> Rivas said that two other areas within the larger Target Area had also been
<br /> identified . Area "B" , the section east of Middlefield not included in Area "A"1
<br /> includes a church and some newer apartments , but particularly along Maple Street
<br /> is is dilapidated and probably should be looked at with medium clearance in mind .
<br /> He said he expected to report on this by the middle of February . Area "C " is
