He said he hoped that Rivas <br /> would outline what the Committee was getting into " in the political arena . " <br /> Jim Fales pointed out that whenever a federal program is used there are certain <br /> specific requirements . He- said that he tried in the beginning to divide his <br /> program outline between " structures " and "people" . There may be areas of inquiry <br /> that require talking to everybody in the area . "You ' re not building housing just <br /> to look at it . " <br /> Ken Schroeter said that there were a complex of needs and a complex of solutions , <br /> some of which had federal monies attached . A total solution would combine needs - - <br /> and solutions without stepping on anybody ' s personal wants . <br /> • <br /> Mary Henderson said that she heard the staff "telling us that it isn ' t easy . " <br /> She also announced that Assembly Bill 1687--which would allow cities to have <br /> their own fair housing laws , thus correcting the pre-emption by the State- -has <br /> gone from the Assembly to the Senate where it is being heard in the Local <br /> Governmental Committee . <br /> REDWOOD SHORES <br /> Chairwoman Henderson said that since the last meeting she had had "more than <br /> -a few discussions " with Councilman Norris and Planning Director Schroeter in <br /> order to come up with input for both the Redwood Shores and Ei!*arald Hills <br /> plans to put before the Planning Commission . She handed out copies of a draft <br /> statement (appended ) . <br /> She said that she thought particularly important Item "C" of the statement-- <br /> extending to the rest of the City the requirement for a " sufficient distribution" <br /> of housing by type , size , and cost in new developments . While most people feel <br /> that the new Redwood Shores general plan may be the first plan to come before <br /> the Council , in fact the Hills plan may be . She suggested that perhaps the <br /> Committee could report to the Planning Commission on the specific issues in her <br /> draft statement . <br /> Bob Norris said that he sees that any revision of the General Plan for Redwood <br /> Shores must have reference to housing in it . Consequently , item "A" of the <br /> statement should go into any statement the Committee makes , he said , but he <br /> didn ' t think the Committee had enough information about an action program or <br /> its applicability to the rest of Redwood City . He said that he thought that if <br /> the statement went to the Planning Commission they would have to come back to <br /> the Committee for concrete recommendations "since we ' re the ones getting our <br /> feet wet on developing a Housing Element . " <br /> .
