- <br /> Jim Fales said that he thought using the planning process and the• Planning . <br /> Commission-City Council relaEionship was the correct procedure . While there is <br /> a General , Plan for Redwood Shores , he said , there is no such plan for the rest <br /> of the ' City . Though "we are scrambling to complete it ,=' , that process must ' • <br /> include more sophisticated elements for the entire community , he said . That ' s - <br /> why he _has been emphasizing completion of the Housing Element for the who]ee <br /> community . There were two alternatives , he said : the Committee could adopt <br /> 'Mary Henderson ' s statement and deliver it to the Planning Commission , leaving <br /> the Planning Commission to initiate action ; or the Committee could do something . <br /> more specific with respect to Redwood Shores , much like what was suggested by • <br /> Max Rice in his letter to the Committee . . <br /> (Max Rice , of the staff of the Land for People organization , wrote a memorandum <br /> to Committee members on November 17 , a copy of which is appended . ) <br /> Rice ' s scenario , City Manager Fales said , is mixed up with the County Housing <br /> Element . If his figures are correct and sensibly put together , and you come <br /> up with a three-to-one ratio for low/moderate-income units in Redwood Shores , <br /> then the question of who ' s going to live in those units comes up . Because of <br /> the distance to public facilities , the chances are that the low/moderate- income <br /> people who live in these units will not be from Redwood City . The needs of those <br /> who are in the City would still have to be attended to . There ' s nothing wrong <br /> with building those units , he said . It merely depends on what your objectives <br /> are . <br /> REGIONAL HOUSING RESPONSIBILI`T'IES <br /> Mary Henderson said that all of the residents of Redwood Shores - -despite their <br /> income --are likely to be pec_aie who did not live in Redwood City before , so that <br /> the whole program is a regional project in housing . <br /> Jim Fales said it was necessary to decide which is the primary and which the <br /> secondary objective . He suggested it would be very - disappointing if the primary <br /> objective was to assist those low/moderate- income people who reside in the <br /> community, but Redwood Shores would end up providing low/moderate-income housing <br /> for people who don ' t live in the City now . <br /> • <br /> Mary Henderson said that she thought that Mr . Fales ' statement was an important <br /> reminder that low/moderate-income housing in the Shores is in no way a solution <br /> to the housing needs of Redwood City : She said that it was herown feeling that <br /> if any housing was going to be put in Redwood Shores that low/moderate-income <br /> housing should be included . But it was important to recognize that the <br /> Committee was on the dual track again . <br /> Jim Fales asked how San Carlos could be got to do the same as was being discussed <br /> for Redwood Shores . <br /> Gene Moriguchi said that putting low/moderate-income housing in Redwood Shores <br /> could tie in with whatever the City is going to do with redevelopment . There <br /> would have to be someplace for displaced •people , . he said . He suggested carefully <br /> . coordinating whatever the City Council does as a redevelopment agency with <br /> whatever development is going on in Redwood Shores .
