There • are arguments
against attempting to set any such figure , but there are
also , we believe , more compelling reasons to at least deal
with the data that would be involved in any attempt to set
such r percentage . mer e Redwood City J Planning g Department
has already gathered all the pertinent data to rather pre--
c: iseZy define the present need. Thus ;, while the political
and economic questions remain to be resolved, there should
be no hesitation to come up with a percentage figure , as
. have both Mlarin County and Fairfax Counq , Virginia , which
is a reflection of the established need and a fair assess-
ment of our goal . .
• The 1970 Census revealed that Redwood City has a pop-
ulation of 55 , 686 and 20, 562 households , with an average
household size of 2. 7 persons . Out of these households ,
• 5950 earn gross incomes of $6000 or less , a fair income
range to define a low income family . Thus 29% of Redwood
City households are low income . If WT use the conservative .
figure of $7250 as the upper limit of a moderate income
family 6;10, 000 is not an unreasonable upper limit in the
Bay Area) we discover another 1600 families , or 8% of the
total households , in this category *
Adding these categories together , we find that 7550
households or 37% of the total (more than one out of three)
are low and moderate income households .
• in matchin-g- - this figure with the low and moderate in-
come housing stock (using the criteria outlined in the
Planning Department ' s report Housina) in the City , there
Mf..y..•13-.vFr/IL1 -
appear to be at least 4750 low t, ncorne units and 1200 mod-
. . erate income units (a total of 5950 units) lacking* •°To; ,c ` ` r :
\\ : f • . .
Q %)+ «/GA `■.2T a Y :Y
I .1 . .
