If we also assume <br /> that the growth of Redwood City proper is not significant <br /> during that time and that the average size of a household . <br /> remains at 2. 7, some interesting projections can be made . <br /> Redwood Shores will eventually have ?400 resident <br /> households ° If it is reasonable to project the same pro- <br /> portion of low and moderate income households as now in <br /> Redwood City we find that 2750 housing units in the Shores <br /> should be for low and moderate income households ) leaving <br /> 4650 mediums and high income housing units . Thus a conser- <br /> vative figure for an economic mix based on present need is <br /> one low and moderate income unit out of three . <br /> Even if we . assume , for academic reasons ,4 that the de- <br /> velopment of Redwood Shores would import only middle and <br /> high income households (obviously highly un esirable) , <br /> this would leave 7550 low and moderate income households <br /> to be "spread out " between the Shores and Redwood City <br /> proper ° Such a situation would mean that : out of a total <br /> of 28, 000 households s > 27% would be low and moderate income . <br /> To put it another way : 2000 households (one out of four) <br /> in the Shores would }be low and imnoderat e income , while <br /> 5550 wouid be medium and high ncome ° <br /> From the standpoint of employment , a major new region--- <br /> al shopping center in the Shores would mean a significant <br /> number of new jobs , many of which would be in the moderate <br /> income range (wholesale/retail jobs in San Mateo County <br /> have an average gross wage of 87200 -- source : San Hat eo <br /> County Development Association , January 1972) 0, As a corn-. <br /> parison, Hillsdale Shopping Center employes about 1600 <br /> people and covers about 50 acres (source : Stan Sairer, <br /> D . D . Bohannon Organization) 0 The Bay Area Transportation <br /> Study Colnntission estimated in .1969 that by 1990 Redwood <br /> City would have a net import of 4900 workers . . <br /> In summary, a conservative estimate of the need for _ <br /> low and moderate income housing in Redwood City =Both <br /> new development and redevelopment is one out of every <br /> three units ° While it may not be highly profitable in <br /> America to provide for the need for shelter of the poorer <br /> families in our society , it is nevertheless our responsi- <br /> bility to do so . Yet over one third of the households of <br /> Redwood City are of low and moderate income , and the vast <br /> majori ty of tlise are spending more than they can afford <br />
