He said that he thought it premature and <br /> that the Committee hadn ' t done the work necessary to show how requiring such a <br /> percentage would be carried out . He said that he felt that at this time the <br /> Staff should have lee -way in its negotiations with Mobil Estates or any other <br /> developer . <br /> Gene Moriguchi objected that if the Committee waited as Bob Norris suggested , <br /> the Shores would be developed before the Committee came up with .a policy . <br /> Mary Henderson suggested adding a Section D to the statement she had proposed : <br /> "A policy requiring 15 -20 percent housing for low/moderate - income families is <br /> a reasonable objective . " <br /> Gene Moriguchi so moved . Oscar Vega seconded . <br /> Bob Norris said that he couldn ' t vote on a statement that included a percentage . <br /> Maybe it was the desire of the Committee that he not be able to be supportive <br /> . of any recommendation to the Planning Commission , he said . <br /> A motion was made and seconded that Section D be added to the statement , reading : <br /> "A policy requiring 1.5720 percent housing for low/moderate- income people is a <br /> reasonable objective . " <br /> A vote was taken . The proposal passed six to one , Bob Norris voting nay . <br /> Gene Moriguchi moved that the statement as proposed and amended be reccrij: ended <br /> to the Planning Commission . Fred Soderer seconded , then asked , so as not to <br /> appear to be "laying it all on Redwood Shores , " if the first part of the statement <br /> couldn ' t be changed to " request the Planning Commission as part of the 'General <br /> Plan revision process ( including the General Plan of Redwood Shores ) to incorporate <br /> a Housing Element component that will cover the following considerations . " <br /> The Committee agreed to that wording . <br /> Mel Kerwin suggested another amendment , Section E : "A policy requiring 5-10 <br /> percent high- income housing is a reasonable objective . " Norris seconded the <br /> motion , " for discussion . " He said that the statement assures that the developer <br /> will have leverage . High-income units are able to carry the additional financial <br /> burdens , he said . Be said that the Shores can ' t afford to have all $30 , OCO <br /> homes and a few $20 , 000- income units . <br /> The amendment was put to a vote . It carried six to one , Bob Norris voting nay . <br /> It was moved and seconded that the statement as proposed and amended be <br /> recommended to the Planning Commission . The vote was taken .
