Where would they live , he asked . <br /> Neil Smith said that the shopping center wouldn ' t really create more low/moderate - <br /> income jobs , merely second incomes for families with other major employment . This <br /> would be a meaningful cc._tri.bution to the "basic problem" he argued . The federal <br /> government , he reminded the Committee , has indicated that future housing programs <br /> may move away from housii_4 subsidies to income subsidies to solve the housing <br /> problem . <br /> Housing Aide Ransom said that he thought the housing balance in Redwood Shores <br /> should reflect either the current City or Bay Area balance , but not that of the <br /> County . <br /> Mary Henderson asked if the Committee wanted to "put a number" to the <br /> recommendation . <br /> Fred Soderer said that it would be difficult for ,the Planning Commission to <br /> include more than a broad statement in the Zoning Ordinance if it received only <br /> the general statement written by Nary Henderson . Furthermore , the Planning <br /> Commission would just cc:::e back to the Housing Concerns Committee if the Committee <br /> didn ' t include a definition of low/moderate-income . The Planning Commission ' s <br /> alternatives , he added , woll.ld be very different , depending on whether Redwood <br /> City needs 5 percent or ;O percent low/moderate -income housing . <br /> Gene Moriguchi said that he agreed , and that from what the Committee had heard <br /> that a 20 percent goal was reasonable to shoot for . <br /> Lou Knowles said that held like to be the first to propose a number . He proposed <br /> the 15-20 percent suggested originally by the Citizens Development Program in <br /> its presentation on the Shores presented to the Council . <br /> Ron MacQuarrie objected that no mention had been made of the fact that the <br /> Shores is a special d. s : r_ ct with a large debt and that the Committee might <br /> saddle itself with a prcpcsed percentage that "wouldn ' t go .
