n
Department and the Planning Commission in exploring what would be a proper
level of parking for this development without jeopardizing the broad , City-wide
objectives for community development . He indicated that he would be happy to
report any development at the next meeting of the Housing Concerns Committee .
Mrs . Henderson reported on her participation on the State ' s Intergovernmental
Interdepartmental Council on Housing and their most recent meeting on February 28 .
The Council is comprised of a wide range of departments and agencies involved
in housing affairs , governmental and private , and they have been functioning
for two years . Mrs . Henderson is the representative for the League of California
Cities on this committee . Their principle initial objective is to develop a
state-wide housing information system--a data bank for use by the State , local
governments , and private interests in the area of housing . They have set upon
a research project to be carried out by Dr . Fred Case , the School of Business
Management at UCLA , for the basis of such a system and the final report is
expected to be out in a week or so . This will be studied by a sub-committee
and in the process , cities will be expected to provide input . She reported that
the Committee is increasingly aware that State and Federal involvement in housing
will carry with it the requirement for increasing substantiation through data
that the system will hopefully help make available . It appears that to get a
program such as this started will cost around $250 thousand . The use to which
the program would be put is still undecided as to whether the emphasis will be
for private industry use as ofposed to use by local governments . Mrs . Henderson
concluded by remarking on the dilemma of State -mandated requirements for local
governments in the area of planning without an apparent willingness to come
across with means of financing these additional requirements .
Chairman Keckley expressed his appreciation for Mrs . Henderson ' s report and the
Committee ' s pleasure in having firsthand information of this kind from one of
their members .
The meeting was adjourned at 8 : 15 A .M.
Next scheduled meeting of the Housing Concerns Committee : March 22 , 1972
MINUTES HOUSING CONCERNS COMMITTEE MARCH 8 , 1972 PAGE 4 OF 4
