O . 0Box 295 , Redwood City <br /> Chairman Keckley called the meeting to order at 7: 02 A .M. <br /> 1 <br /> Housing Aide Ransom passed out copies of the amended County Housing Element and <br /> said that he thought the Committee would want to review the changes made in it <br /> by the County ' s General Plan Review Committee (GPRC ) and the Regional Planning <br /> Committee (RPC ) . He pointed first to the change in Goal 3 of the Housing <br /> Element : "A sufficient distribution of housing by type , size , and cost , so that <br /> each household , regardless of race , color , or national origin , is provided a <br /> reasonable choice of location within every community throughout the county" <br /> ( changed to "within every area of the county" ) . <br /> Mr . Soderer , who serves as representative of the Redwood City Planning Commission <br /> to the GPRC and RPC , said that he had been concerned with the GPRC ' s attitude in <br /> making the changes . While they had incorporated the changes suggested by Redwood <br /> City at the urging of the Housing Concerns Committee , toughening the Housing <br /> Element , they had also incorporated changes suggested by other cities which were <br /> "not so good . " One of the intents of the County ' s Housing Element had been to <br /> involve cities in the low/moderate-income housing problem, he said , but some <br /> cities were still looking at it as a County responsibility . <br /> Mr . Moriguchi said that he was concerned with the deletion of Goal 5 : Action C : <br /> "Investigate feasibility of requiring as a condition for granting a use permit , <br /> building permit , or rezoning, submission of a written statement declaring intention <br /> to comply with federal and State civil rights anti-discrimination legislation . " <br /> Mr . Soderer said that the GPRC had stricken that section because non-discriminatory <br /> practices were the law of the land and because the Housing Element has no police <br /> powers . Mr . Moriguchi said that he was concerned about that and also because the <br /> other changes weakened the Housing Element ' s pressure for providing housing for <br /> people of low and moderate incomes .
