Harris, 2904 Kipling Street , Palo Alto <br /> Chairman Keckley called the meeting to order at 7 : 04 A .M. <br /> Housing Aide David Ransom distributed summaries of SB 1454 (Moscone ) prepared by <br /> the Land For People organization . The bill would create a state Housing and <br /> Community Development Agency "which could greatly facilitate construction of <br /> low and moderate income housing in our suburbs . " The agency would be empowered <br /> to issue no-interest loans and grants to non-profit housing corporations and <br /> would be able to buy land and then sell it for less than market value . The bill <br /> will probably be heard by the Senate Committee on Governmental Organization in <br /> May, with the tentative hearing date set for tha 18th . Mr . Ransom said that he <br /> hoped the Housing Concerns Committee would discuss the bill at an early date . <br /> The Housing Concerns Committee then turned its attention to staff ' s working <br /> draft of recommendations to the City Council concerning changes in the Proposed <br /> County Housing Element . At its March 22 meeting , the Housing Concerns Committee <br /> had decided to recommend that the City Council request the County Board of <br /> Supervisors to rescind certain changes in the County Housing Element adopted <br /> by the Regional Planning Committee . <br /> The draft recommended that Obstacle 7 of the Housing Element , omitted from the <br /> Housing Element by the RPC , be included in a revised form- - "Lack of uniform <br /> interpretation and enforcement of building codes helps prevent the formation of <br /> mass markets and makes the introduction of mass production techniques in the <br /> building industry very difficult . " The draft noted that changes made at the <br /> urging of Woodside , Portola Valley , and Atherton had "taken the teeth out" of <br /> a basic policy of the Housing Element that : "low- and moderate -income housing <br /> should be widely dispersed throughout the county . . . rather than concentrated <br /> in existing low- and moderate -income areas . " The draft argued that the changes <br /> constitute "discrimination by economic class " and that because minority racial <br /> groups are primarily of low- and moderate -income levels , the changes constitute <br /> discrimination on racial grounds as well . The purpose of the change , said the <br /> draft , seems to be " to maintain the elite and exclusive character" of high-cost , <br /> semi -rural residential areas .
