" The draft agreed with RPC staff ' s objections to adopting the <br /> changes , that "low and moderate income households should have the same amount <br /> of choice in selecting housing as do other income groups , " and that to confine <br /> their selection to prescribed areas creates social and economic stratification <br /> and ghettoization, " which " intensifies the fiscal burden which is placed on some <br /> of the cities , " among them Redwood City . The draft recommendations urged that the <br /> changes in Goal 3 be stricken and that the Housing Element clearly state : "That <br /> each jurisdiction of the County , and the County itself in the unincorporated <br /> areas will be responsible for provision of adequate low/moderate-income housing <br /> for County residents , regardless of race , creed , color , national origin , cr <br /> economic status , proportional to the available population of that jurisdiction . " <br /> The memorandum recommended restoring a stricken "civil rights " provision : <br /> " Investigate feasibility of requiring as a condition for granting a use permit , <br /> building permit , or rezoning , submission of a written statement declaring <br /> intention to comply with federal and state civil rights anti -discrimination <br /> legislation . " And it urged inclusion of an Action F : "Develop a procedure on <br /> the local level to strengthen the ability to enforce protection of fundamental <br /> rights in the pursuit of satisfactory housing . " (This had already been <br /> recommended by the Housing Concerns Committee , but refused by the Regional <br /> Planning Committee . ) <br /> The dousing Concerns Committee adopted the memorandum and forwarded it to the <br /> City Council with only a few changes and additions . Concerning the section <br /> clearly stating the responsibility of each jurisdiction for providing low/moderate - <br /> income housing , committee members and visitors questioned whether the proportion <br /> of low/moderate- income housing for which each jurisdiction should be responsible <br /> should be tied down to population alone . They suggested including consideration <br /> of the land and financial resources available to each jurisdiction . The Housing <br /> Concerns Committee decided to make each jurisdiction responsible for providing <br /> low/moderate-income housing "proportional to the available land and fiscal <br /> resources of that jurisdiction, and at least proportional to the population of <br /> that jurisdiction . " <br /> Housing Aide Ransom said that he had omitted from the draft any reference to <br /> two added functions for the proposed housing advisory committee to the RPC , <br /> thinking that , searching for new techniques of financing low/moderate- income <br /> housing and research devices for reducing costs to qualified sponsors might not <br /> be so unreasonable a job for the advisory committee as the first reading had <br /> suggested . Mary Henderson said that she felt that the inclusion of those tasks <br /> for the housing advisory committee was inappropriate., because they attempted <br /> to spell out in too great detail how the committee was to go about its broader <br /> tasks . Bill Floyd said that the added functions might give the committee an <br /> excuse to do studies rather than get on with concrete plans and programs .
