Housing Aide Ransom remrhed that just that sort of <br /> thing had made tie Bureau of the Census decide that the 1960 statistics on housing <br /> conditions were unreliable . Planning Director Schroeter said that the enumerators <br /> had been provided with detailed instructions in assessing condition, but that <br /> they had had differing opportunities to put them into effect , some entering <br /> the houses , some not . <br /> Mr . " Since federal funds for new low-income housing were limited and hard to <br /> get , this would be important to a program to maintain the City ' s existing low- <br /> income housing . Community people would be trained as raters , he said .
