M.
Chairman Keckley turned the meeting over to Paul Bradley , Chairman of the San
Mateo County Housing Development Corporation , who described some of the
Corporation ' s recent activities in Redwood City . For three years , they have been
exploring ways of supplying communities in San Mateo County with low-income
housing ; for the past eight months they have been concentrating on a federal 236
program in Redwood City . Mrs . Barbara Bernie , a neenber of HDC , said they have a
consultant and an architect as part of a tea putt' together a package of nine
scattered sites in the Woodside Road area to accori:: , ' .tte 122 low-income family
units . They anticipate 40 one-bedroom units at $12: monthly rental , 60 two-bedroom
at $155 , and 22 three -bedroom at 8175 . These estimated rental charges assume a
95 percent occupancy . Some four-bedroom units may be achieved if some studio
apartments are included to balance out the costs . The project ' s total estimated
cost is $2 , 051 , 000 , while the HUD limit for a project of this scope would be
$2, 700 , 000 . The estimated rents are at HUD ' s upper limits . They might be
brought down by lowering building costs , negotiating more favorable land prices
or arriving at some alternate solution for satisfying the city zoning requirements
for cffstreet parking . The Housing Development Corporation contemplates that
20 percent of the units would be subsidized through federal rent supplements .
In response to a question on the range of size of projects on the individual
sites , Mr . Bradley said that the smallest development would contain eight
dwelling units and the largest 26 . In conclusion , Mr . Bradley , requested that
Mr . Ransom be allowed to work closely with their team .
Chairman Keckley asked if the Corporation was in a position to begin their
program immediately . Mr . Bradley responded that a number of steps must be taken
prior to site acquisition and construction . These include , in general , obtaining
a feasibility letter from HUD , exploring financing , obtaining allocation from
HUD , organizing a mortgagor corporation ( this latter might include churches or
other sponsors , as well as the ax ) .
MINUTES HOUSING CONCERNS COMMITTEE FEBRUARY 9 , 1972 PAGE 1 OF 3
