A question was asked about the composition of the HDC . Mrs . Bernie listed the <br /> membership as coming from the following organizations : Building industry <br /> Association , Conference on Religion and Race and Social Concern , Joint Strategy <br /> and Action Commission , Kavanaugh Industrial Park , Land for People Organization , <br /> Midpeninsula Citizens for Fair Housing , NAACP , North Central Home and Property <br /> Owners Association ( San Mateo ) , Redwood City PROBE Center , San Mateo County <br /> Central Labor Council , San Mateo County Economic Opportunity Council , and <br /> San Mateo County Housing Authority . <br /> Mr . Soderer commented that the standards contained in the Zoning Ordinance , <br /> particularly the open space requirement , are important to consider for any <br /> development for low- income families , perhaps even more important than for higher <br /> income families . <br /> Mr . Bradley referred to the HUD criteria for a development such as theirs which <br /> includes a good management plan and a good building plan . They intend to employ <br /> the townhouse concept in their developments ; and although they are running into <br /> problems of high land costs , it is not their intention to try to squeeze the <br /> standards . Their main objective is to solve a social problem and they have no <br /> profit motive . The matter of land costs and offstreet parking requirements do , <br /> however , pose distinct practical problems for them. The biggest advantage <br /> that the HDC has is in the federal subsidy of the interest rates for financing . <br /> Mr . Gonzales asked what criteria would be used for occupancy other than income . <br /> Mr . Bradley responded that the Corporation can direct the management company to <br /> set up qualifications that would give high priority to those families now living <br /> in an impacted area within Redwood City ' s sphere of influence and that local <br /> hardship cases could be taken first . He spoke of forming a citizens advisory <br /> committee to advise the HDC at a certain point in its program . <br /> Mr . Smith asked what their basis was for number of bedrooms . Mr . Bradley <br /> responded that the spread is based on HUD standards , not an analysis of local <br /> needs . <br /> Mr . Fales asked if programs other than 236 had been investigated . Mrs . Bernie <br /> responded first by saying that they hoped that renters would be encouraged to <br /> become owners , and Mr . Bradley added that once a project is underway and its <br /> stability proven , the programs may be shifted from one to another- -for example , <br /> from a renter-occupied development to an owner-occupied development or rent- <br /> subsidized development or other . HUD is particularly interested in projects <br /> in which renters can become owners . <br /> Chairman Keckley thanked Mr . Bradley and Mrs . Bernie for their participation and <br /> said that future Committee meetings would include other such educational presen- <br /> tations . He hoped that the Committee could start promptly at 7 : 00 A . M. each time . <br /> Mr . Ransom was asked for a report of his initial activities . Mr . Ransom said <br /> that he had been getting his feet wet by working into the general plan back- <br /> ground report being prepared on housing , by boning up on federal housing law, <br /> and by reading the consultant ' s background report for the county housing element . <br /> Mr .
