Ransom said , he expects to work on the general <br /> plan background report on housing , to talk with John Epler of HUD about federal <br /> programs that Redwood City might consider , and to get out into the low-moderate <br /> income community . Gonzales commented that census information is repeatedly referred to to show <br /> that only 4 percent of Redwood City ' s population is Mexican-American . He assured <br /> that it is probably more nearly 16 percent . <br /> Mr . Soderer commented that he saw the first priority of business for the Committee <br /> to set goals --long range goals first , then short range goals . <br /> Mr . Gonzales reflected on the proposal discussed with the HDC and questioned <br /> the desirability of scattered sites still being in just one area . The reaction <br /> of the Committee was that they had hoped that by " scattered sites " was meant <br /> " scattered throughout the community," but that they saw a positive advance in <br /> this case since the scattered sites provided for several smaller developments <br /> rather than simply one large development . <br /> Chairman Keckley commented that parking is definitely a problem related to <br /> building , that housing downtown could avail itself of parking that is already <br /> there and some concessions might be in order to encourage Class A construction <br /> in or near downtown . <br /> The meeting was adjourned at 8 : 15 A.
