Manager Pales said he was suggesting the HRC technique as an alternative . If <br /> they are ineffective because they don ' t want to be effective , then the City <br /> Council could do something else , he said , but if they are ineffective because <br /> of Rumford Act pre -emption, then that problem must be solved by the State <br /> Legislature . <br /> Gene Moriguchi said that the problem was not the HRC or the FEPC , but that the <br /> laws had been"designed to be window dressing . " <br /> Mary Davey said that the HCC should conduct the interviews with the owners <br /> because the HCC is a Redwood City organization , and the problem was a Redwood <br /> City problem. She said that it would be an educationally valuable experience <br /> for the 1CC to participate , and that , in MCFH experience , the HRC workload does <br /> not allow them to do a thorough job . She suggested the HCC consider splitting <br /> the load with the HRC . <br /> • <br /> Joellyn Murphy said that, although MCFH had found 53 violations in Redwood City , <br /> this probably represented a lesser number of owners , and that a two-and-a-half- <br /> hour commitment by each committee member would probably suffice . Most interviews <br /> take fifteen minutes , she said . In Palo Alto , twenty of twenty-five owners <br /> had voluntarily come to the meetings , she said . She said she felt that the <br /> technique was successful in lessening discrimination . <br /> Paul Keckley questioned whether the reference in the proposed letter to <br /> apartment owners to a "commitment to enforcement" of fair housing laws would <br /> require City Council action . Manager Pales replied that he thought the key was <br /> referring to "the City ' s commitment to the enforcement" of fair housing laws . <br /> He said the letter could list the fair hou,:ing laws . Mary Davey suggested <br /> the City use the HUD logo poster listing the five points of law and stating <br /> that "Discrimination in Housing is Illegal . " <br /> Bob Norris was worried that as time lengthened after the survey its impact was <br /> lessening . He said he ' d like to see some communication go out to these owners . <br /> He moved , and Gene Moriguchi seconded , that the letter be sent out. <br /> Housing Aide Ransom said that he was worried that if the letter talked of a <br /> commitment to the enforcement of the fair housing laws but no enforcement was <br /> forthcoming, this sort of tactic would "have no teeth.
