Mr . Boxlcy said that he felt that housing for low-income people , not fair <br /> housing , had to be the main concern in the County , since even the County ' s <br /> consultant studies show that poor and moderate income people are being forced <br /> out of the County . The Housing Authority is the only legally constituted vehicle <br /> • in the County for solving the housing needs of poor people , he said . And without <br /> a dramatic turn-around of the policy cf forcing poor people out of the County , <br /> it is the only way to make sure that some poor people will continue to live in <br /> the County . But unreconstructed , the present Housing Authority is merely a <br /> perpetuation of the policy of forcing poor people out of the County . <br /> The County Committee for Community Development will hold a public meeting on the <br /> Housing Authority on August 9, he said . He said he hoped that citizen outrage <br /> would be sufficient to make changes in the Housing Authority . Then perhaps the <br /> community could focus attention on Big Brother HUD , he said . <br /> City Manager Fales asked for copies of the IBiD review and Cliff Boxleyts <br /> chronology of criticisms of the Housing Authority . He said that a housing <br /> authority established under the State Health and Safety Code , like the one in <br /> this County , has full control over their staff, once their commissioners are <br /> appointed by the Board of Supervisors . Such a housing authority also has <br /> considerable powers in terms of building housing , he said . <br /> Cliff Boxley added that it even has eminent domain and might well be able to <br /> get around Article all of the State Constitution requiring public housing <br /> proposals to be submitted to popular referendum . He said that a foresighted <br /> Housing Authority, established as early as this one wa.s- -194l- -would have acquired <br /> available land when it was cheap . <br /> Housing Aide Ransom pointed out that the Board of Supervisors may be part of <br /> the problem. In the fall , he said , angry citizen ' s groups had persuaded the <br /> Housing Authority commissioners to recommend that an empty seat on their board <br /> be filled by a low-income chi c an_o . But the Board of Supervisors went right <br /> ahead and filled it with a retired Bank of America executive . <br /> Chairman Keckley reminded the Committee that it hadn ' t acted on the Manager ' s <br /> recommendations that the HCC ask for comments on the MCFH recommendations from <br /> the Tri -County Apartment Association . It was moved and carried that that be done . <br /> City Manager Fales suggested that Mr . Synts recommendations concerning landlord/ <br /> tenant relations be referred to staff . That was done . <br /> Bob Norris moved that the Manager ' s suggestion for an annual audit of discrimination <br /> in rentals in Redwood City be tabled until the earliest convenient HCC meeting <br /> after the meetings with the owners . That carried . <br /> The HCC decided to refer AB 1878--on the State ' s giving up pre-emption in the <br /> fair housing field--to the Council Legislative Committee for study .
