Presently , much of the City is zoned high and there is little or <br /> nothi ne; the City can do to affect what goes in there . <br /> Knowles also suggested amending the planned unit development section of the zoning <br /> ordinance along the lines of the ordinance in Fairfax County , Virginia, to require <br /> "good faith" application to HUD or the Housing Authority for a certain percentage ' <br /> of .suhsidizeet units . Density bonuses could be given in .return for this , he scald . <br /> He suggested amending the R-3 , fl-4, and R-5 zoning categories so that permits for <br /> building could be put- on the ballot next spring . Pales said that the City would have to look closely at the establish- <br /> ment of a Housing Authority as a mechanism for getting something accomplished . <br /> There was already a housing authority at the County level . And although there <br /> was apparently a good deal of disgust and giving up on the County Housing Authority , <br /> a housing authority can probably accomplish more things than any other- mechanism . <br /> The question was whether to discard the County Housing Authority or make it work . <br /> Lou Knowles noted that the County Housing Authority had to conduct its referendums <br /> in the County at large . He suggested that at that level no one will do anything <br /> about the Housing Authority . He felt a City Housing Authority would be more <br /> responsive . <br /> Concerning down-zoning , Knowles said that those attempting to use federal housing <br /> programs in Redwood City must deal with free enterprise in a suburban setting, <br /> where the cost of land is 85 percent higher than HUD limits . He said Redwood <br /> City was going to have to use zoning to tell landowners that the value of their <br /> land has somewhat decreased .
