Housing Report , he said . But it will need to be updated with the data from
the recently released "Fourth Count" of the 1970 Census . In doing so , Ransom
said , it will also be possible to answer some of the research questions posed
in the Manager ' s memorandum , notably on what arc the precise dimensions of the
need for low/moderate-income housing in terms of income and rent levels , numbers
of families , size and age of families .
Ransom also pointed out that the State guidelines call citizens ' participation
one of the most important of all aspects in the development of a housing
element . " The HCC fills this function , he said , but the State guidelines
strongly suggested that the "citizen advisors " be a broadly based , community-wide
"consumer-producer " committee . Since to his knowledge only one member of the
Committee is a renter , and that member is considering buying a home , Ransom
wondered if the empty seat ought not only be filled by a Chicano , but one who
•
rents .
Jim Pales remarked that if the "Problem" and Obstacle ' sections can be done
first , then the City will be in a better situation to decide how finite the
"Program" section should be . He said that the Housing Element should state
broad goals rather than attempt to detail programs . Otherwise it will be 1975
before we get the Housing Element , he said . Meantime , his office will be
bringing in programa.tic suggestions to the Committee .
Planning Director Ken Schroeter said that he thought that working on housing
was a lifetime project . He said that it was an illusion to think that the
housing problem could be solved in a short time . He suggested that the Committee
not think in terms of solving the problem, but of ameliorating it .
Bob Norris said that he thought the Housing Element was a necessary first step
in that direction .
Lou Knowles said that he thought that in municipal government there were two
worlds , the real world and the world of planning . Sometimes they touch, he
said , but too often the world of planning comes up with five -year plans that
don ' t consider what ' s really going on in the community . He said that the
housing problem in Redwood City should be part of the bargaining process with the
private enterprise sector, where the money for solving the housing problem is
to be found . He said that the Committee should press forward , so that the City
has a housing policy that it can use to deal with private enterprise .
LANDLORD AND TENANT ACT
Ransom said that the governors of the various states appointed judges and lawyers
to the Conference of Commissioners on Uniform ,State Laws . They have come up
with the "Uniform Residential Landlord and Tenant Act" which is now going before
the various state legislatures for adoption. Our own Assembly Judiciary
Committee will hold hearings on the Act on October 12 and 13.
Ransom said he had written the committee concerning the possibility of Redwood
City testifying at the hearings and had enclosed a copy of his memorandum
"The Status of Renters in Redwood City . " The committee ' s assistant counsel
had called on September, 15 to invite the City to testify , Ransom reported . He
had been excited that Redwood City was concerned with landlord and tenant
MINUTES HOUSING CONCERNS COMMITTEE SEPTEMBER 27 , 1972 PAGE 2 OF 5
