Fred Soderer said that when the HCC was further along on the Housing Element , <br /> perhaps the conclusions reached would help the Council evaluate the Mobil <br /> proposal . An all-out citizens investigation at this time might "blow the <br /> ,:hole thing . " <br /> Mary Henderson said that the HCC and the City Council had made some strong <br /> statements concerning the County Housing Element and that she thought in the <br /> absence of a City Housing Element the County Element would be taken as a guide- <br /> line . <br /> Bill Floyd said that he thought that the housing proposals Mobil had made to <br /> the Planning Commission had been included in their proposal to keep people from <br /> looking at other things they were doing . Some of those other things "made me <br /> sick, " he said . <br /> Kathy Mahaney , who had come in while this discussion was underway , asked why the <br /> Housing Concerns Committee had decided not to look over the proposal . <br /> Paul Keckley said that the HCC would look over the proposal when and if the City <br /> Council refers it to the HCC . <br /> Jim Smith said that the proposal the City has from Mobil now is essentially on <br /> financing and might take the HCC six months to go through . Land use and planning <br /> are only touched on tangentially in the proposal , he said . <br /> Kathy Mahaney asked if there were any reason why the low/moderate-income part of <br /> the Housing Element could not be rather quickly prepared . <br /> Housing Aide David Ransom said that he thought perhaps the City needed an interim <br /> statement on low/moderate-income housing such as Palo Alto had . <br /> Mary Henderson said that she thought the City had such a statement in its <br /> statement on the County Housing Element . Ransom asked to what specifically she <br /> referred . Paul Keckley indicated the requirement that low/moderate-income housing <br /> be disseminated throughtout all communities equally . <br /> Lou Knowles said that the request of his group had been that the City publicly <br /> discuss the Mobil plan. Was that going to be done , or was the decision going to <br /> be made behind closed doors ? <br /> Bob Norris said that there was no way that the decision was going to be made <br /> behind closed doors . <br /> Paul Keckley said that closed-door decisions may be what Mobil is used to in <br /> other countries , but it would not be the way in Redwood City . <br /> Max Rice asked to hear the Committee respond to the suggestion that public <br /> hearings not be held until the Housing Element is completed . <br /> Mary Henderson said that she had heard no suggestions for public hearings .
