Now those elements would have to come up as part of the Housing Element later on, he said . He said he understood that he was charged with preparation of the Housing Element , and his "Schedule of. Work on the Housing Element” had laid out the path he expected to take , but he could see no great areas of debate and discussion in either the "Problem” or the "Obstacle" sections of the Housing Element , which he would nonetheless have to lay before the -Committee . The Committee ' s real work would come with the discussion and debate of the "Program" section of the Element . But he said he was unclear what part the Manager ' s office and Dick Rivas would be taking in developing that . Paul Keckley suggested that the staff get together and come up with some recommendations for procedure . Bob Norris suggested staff put together a well- structured outline of the Housing Element .
