He pointed out that the Committee <br /> had had elements of the Housing Element before it in the form of policy recommen- <br /> dations by the Redwood City Housing Group , the Land for People Organization , and <br /> Midpeninsula Citizens for Fair Housing , but had chosen not to debate them for <br /> one reason or another . Now those elements would have to come up as part of the <br /> Housing Element later on, he said . He said he understood that he was charged <br /> with preparation of the Housing Element , and his "Schedule of. Work on the <br /> Housing Element” had laid out the path he expected to take , but he could see no <br /> great areas of debate and discussion in either the "Problem” or the "Obstacle" <br /> sections of the Housing Element , which he would nonetheless have to lay before <br /> the -Committee . The Committee ' s real work would come with the discussion and <br /> debate of the "Program" section of the Element . But he said he was unclear <br /> what part the Manager ' s office and Dick Rivas would be taking in developing that . <br /> Paul Keckley suggested that the staff get together and come up with some <br /> recommendations for procedure . Bob Norris suggested staff put together a well- <br /> structured outline of the Housing Element .
