Box 295 , Redwood City <br /> Larry Irons , 3733 Jefferson Avenue , Redwood City • <br /> Vice-Chairwoman Mary Henderson called the meeting to order at 7: 05 A.M. She <br /> welcomed Oscar Vega as the newly appointed ninth member of the Housing Concerns <br /> Committee . • <br /> Planning Director Ken Schroeter introduced Staff' s plan to study the housing • <br /> • needs of a mini-neighborhood target area . The area chosen is bounded by Spring <br /> Street and the Southern Pacific tracks , by Maple and Woodside Expressway, in the <br /> "Middlefield " neighborhood . <br /> Schroeter explained that the project is part of a multi-faceted thrust on the <br /> Redwood City housing problem. He said that the project would lead to the study <br /> of a package of programs directed at all the various aspects of the housing <br /> problem. A basic purpose was to educate the Committee . Rather than try to <br /> f conceptualize programs for the City as a whole , Staff was trying to separate <br /> out a distinct area of the City . The area chosen was , of course , not the only <br /> area of the City with problems . The other two areas looked at had been sections <br /> of the Oakwood and Central neighborhoods . The Middlefield area had been chosen <br /> because it seemed to provide a more fertile field in which to demonstrate the <br /> applicability of federal programs . <br /> • Schroeter said that Staff' s interim goal was to portray thekinds of programs <br /> available for use in the target area , whether locally supported and funded or <br /> federal programs . The final goal would be implementation of one .or more programs . <br /> But the first step toward the interim goal was finding out just exactly what the <br /> housing problems in the neighborhood were . <br /> Schroeter used a map and graphs to demonstrate that Staff was already aware from <br /> Census data that the target area had a greater percentage of people under 45 years <br /> of age than the City as a whole . A larger percentage of owner occupied dwellings <br /> are valued at less than $25 , 000, while in 1969 homeownership was 15 . 4 percent, <br /> as against 51 . 0 percent for the City . More than half the units in the area are <br /> in apartment complexes of five or more units , against slightly more than a <br /> quarter in the City .
