The HCC <br /> would be dealing with "a real set of circumstances , as real as we can construct <br /> it . " <br /> Jim Fales said that to do that, first you study the neighborhood , and then you <br /> don ' t do anything unless you have lots of input from the neighborhood . <br /> Ken Schroeter said that generally people in government think of overcoming <br /> resistance , but the object ought to be to make the benefits known rather than <br /> to overcome resistance . . <br /> Fred Soderer suggested the City 'assume that it would become generally known <br /> that the area was going to be studied in detail . He asked if, in such a case , <br /> it wouldn ' t be better to be an aggressor in explaining the purpose and benefits • <br /> . of the project . . <br /> Jim Pales said that that should be done through personal contact . That normally <br /> comes when you have a presence in the neighborhood , he said , and that normally <br /> comes when you have somebody inspecting the structures . <br /> Dick Rivas said that, first of all , the absentee landlords should be identified <br /> and informed about what was being done . Then renters should be told what <br /> the benefits are . Owners could be told how to refinance under a lower rate <br /> of interest , and that if they are living in a home in standard condition , that <br /> they won' t be bothered . The important thing is that it ' s something that can be <br /> done . • <br /> Mary Henderson wondered if something shouldn ' t be written up about the fact that <br /> we are going to do something in the neighborhood . <br /> Jim Fales said that the City had run some dry runs with a fellow in the building <br /> department "particularly adept at this " in another neighborhood .
