Whole families might be living in small units , paying a low rent , but <br /> in the new units , the government has rules about how many people are going to <br /> live in a unit . <br /> Dick Rivas said that relocation law allows relocated families up to a $1000 a <br /> year for four years . Sylvester McGuire pointed out that the same law requires <br /> relocatees to prove that they have been living in a certain place for a certain <br /> length of time , ninety days for renters . <br /> Mary Henderson suggested that Sylvester McGuire ' s concern would be more appropri - <br /> ate later on when the Committee had specific details to work with . Sylvester <br /> McGuire said that when you ' re talking to people you ' ve got to have some answers . <br /> Dick Rivas said that Sylvester knew that Redevelopment doesn ' t just up and tell <br /> people to move . Sylvester McGuire asked what the City was going to tell people <br /> whorl it talked to them . There had to be citizen participation , he said . <br /> . . <br /> Dick Rivas said that once the City determined that it had identified the area <br /> it wanted to work with and that it was going to have some resources , then was <br /> the time for citizens ' participation . He asked if Sylvester McGuire was <br /> suggesting that there be citizens ' participation "before we make the study" ? <br /> Sylvester McGuire said that he was . <br /> Gene Moriguchi said that he was concerned because sometimes decisions are made <br /> before people are involved : Then there ' s a row , he said . One of the goals of <br /> something like this is that it has to be people oriented , he said . That could <br /> . only be accomplished with citizens ' participation from the start , rather than <br /> coming to the point of having something going and then getting citizens ' parti - <br /> cipation . <br /> Mary Henderson pointed out that the City was not at a decision-making or_ program- <br /> selection point . <br /> Jim Fales said it was not Staff' s idea to call this a pilot project . It was not <br /> at all a pilot project , but a way of getting familiar with a process so that the <br /> HCC can make some decisions about it . <br /> Mary Henderson said that it was a learning project for the community .
