t <br /> Fred Soderer asked how long that might take . <br /> Jim Pales said that there would be three phases to the study . The first would <br /> be the analysis of human components from Census data . The inspection of physical <br /> condition would take the longest time--three months- -even though there would be <br /> no inside inspections . This exercise would be used to expose the Committee to <br /> the various federal programs and what they ' re supposed to do when they ' re applied . <br /> He estimated that the project would take four to six months . <br /> Fred Soderer suggested that the study be kept on a low-key basis . <br /> Jim Fales said that if somebody wants to make a political thing of the program, <br /> "you ' ve got two choices : either explain the program thoroughly to everybody in <br /> the neighborhood or drop it . " The program will not " do" anything to anybody , <br /> he said , and it could just as well be going on in some other neighborhood . <br /> Mary Henderson asked that there be a review of how the Committee should be <br /> thinking about the program for the next meeting . She said she hoped that the <br /> study process would include itemizing the costs of not doing something in the <br /> neighborhood as well as the costs of doing something . <br /> Sylvester McGuire said that his statements hadn ' t been meant to suggest that the <br /> City shouldn ' t start the project , but what the problems were in getting it <br /> started . "When you go out and start something , they ' re not going to take your <br /> word for it . They ' re going to tell a neighbor . Things swill come back to us <br /> totally different than they went out . " <br /> Jim Fales said that the study would be as unobtrusive as possible but that <br /> "as possible " meant that it wouldn ' t be totally unobtrusive . <br /> Max Rice said that he understood that the purpose of the study was as an <br /> education process for the HOC to enable them to make cogent recommendations to <br /> the City Council . He said that he thought this was a critically important area <br /> that the HCC must look into . But the reason the Staff has chosen to pick this <br /> neighborhood points out that the HCC sees itself more as a redevelopment group <br /> than a development group , he said . He said that he hoped the City would spend <br /> as much time on development , specifically the development of Redwood Shores . <br /> Mary Henderson said his point was well taken . <br /> Ken Schroeter said that the project was not solely educational . If problems <br /> were found , programs would be gone after to solve them. <br /> Jim Pales said that the problem of taking bare land and doing something with it <br /> was no more or less difficult than taking some area that has already lived a <br /> life and doing something with it . But the process by which decisions are made <br /> for a place like the Shores are not self- starting in the same terms as a neighbor- <br /> hood program in which the town is able to consider programs by its own volition . <br /> The decisions to develop bare land begin outside the community. <br /> Mary Henderson said that nonetheless the HCC hasn ' t made any recommendations to <br /> • the Council about development . <br /> MINUTES HOUSING CONCERNS COMMITTEE NOVEMBER 8 , 1972 PAGE 5 OF 7 <br />
