• <br /> - <br /> Bob Norris said that the HCC has to look at what are the City ' s needs in terms <br /> of both development and redevelopment . <br /> Jim Fales said that it was up to the committee but he had never seen a develop- <br /> ment in which you could determine before development that so many units must <br /> be rented at such and such a level . <br /> . Larry Irons said that he felt with Redwood Shores and the Housing Element in <br /> process the BCC needed an agenda for the next six months , that there was a need <br /> to design the Committee ' s next twelve meetings . <br /> Mary Henderson said that she expressed a concern that the Committee needs to be <br /> on a two-track program . Redwood City didn ' t want to further compound the pro- <br /> blems of the community by allowing further development of the community without <br /> relation to housing need . She said she was concerned about the need to keep <br /> up with that at the same pace as with the study program . <br /> Jim Fales pointed out that even before the State required Housing Elernents <br /> most suburban general plans included statements about the need for balanced <br /> housing for all income groups . But in terms of new development , he pointed out , <br /> you make a decision "yes " or no with a private person and the law requires that <br /> you say one way or another within a certain time limit . "You don ' t initiate <br /> that, he does . " That process has already started in regards to Redwood Shores , <br /> he said . <br /> Mary Henderson pointed out that while Redwood City had set some standards for <br /> answering a developer ' s questions concerning street width and sewers , it had not <br /> set standards regarding including low/moderate-income housing . She asked when <br /> the City was going to start setting those standards . She said that she heard <br /> the Manager saying that the most substantial thing in Redwood City history, the <br /> reactivation of Redwood Shores , is going to happen before the Council has had <br /> a chance to set standards . <br /> t <br /> Jim Fales said that setting standards for development was different than setting <br /> standards for street width . What percent of low/moderate- income housing a <br /> developer would be required to have would have to be arrived at intuitively . <br /> Mary Henderson reminded that the Council had already adopted a policy of <br /> dispersal for Redwood City in its statements concerning the County Housing <br /> • Element . She said that there has got to be a way for the Committee to get to <br /> the point of making a decision about new development . She said that notwith- <br /> standing the fact that we have accepted a policy that housing for low-income <br /> people should be dispersed throughout the community and all communities , we will <br /> be making a decision regarding Redwood Shores that would take cognizance- of <br /> that policy . <br /> Jim Fales said that that decision would be arbitrary . <br /> Max Rice agreed that it couldn ' t be done from a mathematic standpoint but that <br /> the Committee did not expect that . The Committee could decide on a certain <br /> number, a certain percentage .
