MINUTES June 27 , 1973 <br /> HOUSING CONCERNS COMMITTEE 7 : 00 A .M. <br /> COMMUNITY ACTIVITIES BUILDING REDWOOD CITY <br /> MEMBERS PRESENT : Mayor Keckley, Vice Mayor Henderson , Rev . Bimson, <br /> Eugene Moriguchi , Fred Soderer, Melvin Kerwin . <br /> MEMBER ABSENT : Oscar Vega <br /> STAFF PRESENT: Ken Schroeter , Jim Smith, Charles Gyselbrecht , Dick <br /> Rivas , Mike Riback <br /> Mrs . Henderson advised that Committee Member Oscar Vega is no longer <br /> a resident of the City. In view of that fact , Chairman Keckley said <br /> he would pursue the matter of replacement . <br /> Motion by Mrs . Henderson to approve the minutes of June 13 , 1973 , with <br /> the correction that Mr . Schroeter be noted as present . <br /> 10 Discussion took place on the final staff recommendations on actions <br /> for Goal 1 . <br /> Mr . Gyselbrecht explained that the City has no regular code <br /> enforcement program. What is done is done on the basis of <br /> complaints . However, he noted that the budget jncludes a <br /> proposal for the inspection for code compliance on resale <br /> property. He further stated that as a rough estimate , it <br /> would cost $ 90 , 000 to $ 100 , 000 for Redwood City to institute <br /> a code enforcement program. <br /> Mr . Rivas pointed out that a relocation program is not man- <br /> datory , but may be desirable from the City ' s standpoint . <br /> Mx . Schroeter pointed out that cost of rehabilitation , relo- <br /> cation , etc . should be weighed against not doing these things <br /> in the housing area prior to making final determination . <br /> Following further discussion of No . 1 , staff was directed to rewrite <br /> the statement in accordance with the philosophy articulated by the <br /> members of the Committee . <br /> 2 . Following discussion , the Committee agreed on the following : <br /> The City would pursue all sources of low interest loan and <br /> grants for homeowners ' rehabilitation , appropriating some <br /> of its funds to those proposals , if necessary. This might <br /> be done in part by setting up a revolving loan fund for <br /> homeowners and owners of law income rental properties for <br /> rehabilitation . <br /> 3 . Following discussion, the Committee approved the following: <br /> City would sponsor a program to bring together representa- <br /> tives of banks , savings and loan associations , and other <br />
