- 3- <br /> GOAL III <br /> A sufficient distribution of housing by type , size , and <br /> cost , to insure that each household , regardless of race , cultural <br /> origin or economic status , is provided a reasonable choice of loca- <br /> tion within the City. <br /> ACTION 1 <br /> The City would establish as a basic policy that low-and- <br /> moderate income housing should be widely dispersed throughout the <br /> City . The City would grant incentives to those government agencies <br /> or private groups that conform to such a principle . <br /> GOAL IV <br /> A sufficient level of public services , amenities , and <br /> neighborhood design and maintenance to insure decent quality resi- <br /> dential areas . <br /> ACTION 1 <br /> Establish a program to survey all areas of the City to <br /> identify the need for improvement of public facilities , such as <br /> utilities , streets , parks and public buildings . <br /> ACTION 2 <br /> Establish a program to insure that existing public facili- <br /> ties determined to need improvement and to be a public responsibility <br /> shall be brought up to acceptable City standards . <br />
