- 2- <br /> SUB-GOAL II <br /> Insure production of new housing suitable for low-and- <br /> moderate income families and individuals . <br /> ACTION 1 <br /> The City would make available to all developers , as well <br /> as limited dividend and non-profit sponsors , information of all <br /> available governmental programs which would assist them in the <br /> development of projects for low-and-moderate income families and <br /> individuals . <br /> ACTION 2 <br /> The City shall establish a land bank for the purpose of <br /> holding , leasing, selling land to non-profit sponsors for the <br /> development of low-to-moderate income housing . <br /> ACTION 3 <br /> The City would explore the possibility of mobile homes and <br /> factory built housing for permanent use by low-to-moderate income <br /> families and individuals . <br />
