MINUTES August 2 , 1973 <br /> HOUSING CONCERNS COMMITTEE 7 : 00 P .M. <br /> CITY MANAGER ' S OFFICE REDWOOD CITY <br /> MEMBERS PRESENT : Mayor Keckley, Councilman Norris , Fred Soderer , <br /> Eugene Moriguchi , Rev . Bimson , Elise Johnson . <br /> MEMBERS ABSENT : Vice Mayor Henderson , Melvin Kerwin . <br /> STAFF PRESENT : Dick Pusich , Mike Riback , Dick Rivas , Jim Smith <br /> The meeting was called to order at 7 p . m. by Chairman Keckley. <br /> Director of Public Works Pusich outlined a planned program of inven- <br /> torying street rights-of-way, which would allow for the programming <br /> on a pre-planned basis , and the maintenance and reconstruction within <br /> the rights-of-way . <br /> Following discussion , it was moved by Mr . Norris , seconded by Mr . <br /> Moriguchi , and unanimously carried , to approve the following . <br /> GOAL IV <br /> A sufficient level of public services , amenities , and neighbor- <br /> hood design and maintenance to insure decent quality residential areas . <br /> ACTION l <br /> Establish a program to survey all areas of the City to identify <br /> the need for improvement of public facilities , such as utilities , <br /> streets , parks and public buildings . <br /> ACTION 2 <br /> Establish a program to insure that existing public facilities <br /> determined to be in need of improvement and to be a public responsi - <br /> bility shall be brought up to acceptable City standards . <br /> ACTION 3 <br /> Establish a program to encourage owners of property along unim- <br /> proved streets to construct improvements financed either on a cash, <br /> assessment district , or other financing techniques . <br /> ACTION 4 <br /> Review and recommend changes in street and utility design and <br /> maintenance standards to promote an improved residential and neighbor- <br /> hood environment . <br />
