- 2- ACTION 5 Examine all public facility projects , for their possible impact upon the quality of residential areas . ACTION 6 Review existing community services to determine that they are operating at a sufficient level to insure a quality residen- tial area . Evaluate proposed community services to insure preser- vation or improvement of residential areas . GOAL V The promotion of equal opportunity in housing and the protec- tion of fundamental rights in the pursuit of satisfactory housing , in order to satisfy social and psychological needs . ACTION 1 Prepare model lease and rental agreement which identifies rights and responsibilities of tenants and landlords throughout the City . ACTION 2 The City shall establish a procedure for referring citizens who have discrimination complaints to the proper governmental agency which enforces equal opportunity in housing . ACTION 3 The City shall establish a program of consumer protection in housing , which will require mandatory inspections and code compli- ance prior to the sale of existing one or two family dwellings and apartment buildings . ACTION 4 Develop a procedure at the local level to strengthen the ability to enforce protection of fundamental rights in the pursuit of satis- factory housing. It was the consensus of the Committee that a statement on integration should be included in the preamble to the Housing element . Soderer felt that relative to Goal 3 there should be additional actions , and he would present his thinking at the next meeting . There being no further action , it was moved by Mr . Moriguchi to adjourn . Motion was duly seconded and carried at 9 : 15 p . m .
