- 2- <br /> ACTION 5 <br /> Examine all public facility projects , for their possible <br /> impact upon the quality of residential areas . <br /> ACTION 6 <br /> Review existing community services to determine that they <br /> are operating at a sufficient level to insure a quality residen- <br /> tial area . Evaluate proposed community services to insure preser- <br /> vation or improvement of residential areas . <br /> GOAL V <br /> The promotion of equal opportunity in housing and the protec- <br /> tion of fundamental rights in the pursuit of satisfactory housing , <br /> in order to satisfy social and psychological needs . <br /> ACTION 1 <br /> Prepare model lease and rental agreement which identifies <br /> rights and responsibilities of tenants and landlords throughout <br /> the City . <br /> ACTION 2 <br /> The City shall establish a procedure for referring citizens <br /> who have discrimination complaints to the proper governmental agency <br /> which enforces equal opportunity in housing . <br /> ACTION 3 <br /> The City shall establish a program of consumer protection in <br /> housing , which will require mandatory inspections and code compli- <br /> ance prior to the sale of existing one or two family dwellings and <br /> apartment buildings . <br /> ACTION 4 <br /> Develop a procedure at the local level to strengthen the ability <br /> to enforce protection of fundamental rights in the pursuit of satis- <br /> factory housing. <br /> It was the consensus of the Committee that a statement on integration <br /> should be included in the preamble to the Housing element . Soderer <br /> felt that relative to Goal 3 there should be additional actions , and <br /> he would present his thinking at the next meeting . <br /> There being no further action , it was moved by Mr . Moriguchi to adjourn . <br /> Motion was duly seconded and carried at 9 : 15 p . m . <br />
