MINUTES August 8 , 1973 HOUSING CONCERNS COMMITTEE 7 : 00 A . M. COMMUNITY ACTIVITIES BUILDING REDWOOD CITY MEMBERS PRESENT : Vice Mayor Henderson , Elise Johnson , Eugene Mori- guchi , Councilman Norris , and Fred Soderer . MEMBERS ABSENT : Mayor Keck ley , Rev . Bimson , Melvin Kerwin . STAFF PRESENT : Charles Gyselbrecht and Dick Rivas . The meeting was called to order at 7 : 10 a . m . There was not a quorum present , so the Vice Chairman declared a study session . Rivas expressed his concern that at the last meeting the Committee had under Goal V adopted an action providing for " a proposed program for housing code compliance upon resale of residential buildings . " Staff felt that the proposal was a good vehicle for correcting code deficiences in housing throughout the City . Their main concern was that it might become bogged down in the lengthy hearings of the pro- posed housing element . Also , the proposal had already been submitted to the City Council as part of the annual budget . The Committee members agreed and the draft proposal is scheduled for discussion at its next meeting . Upon approval by the Housing Concerns Committee , the final proposal will be sent directly to the Planning Commission for its review . At 7 : 55 a . m . , a quorum was established and the study session moved into regular session . There being no objections , the minutes of the meeting of August 2 were approved as submitted . Committee member Fred Soderer stated that he wished to have on the next meeting ' s agenda a proposed Action 2 under Goal III . Committee members agreed to discuss the action , which reads : Action 2 Goal III Land use planning and corresponding zoning ordinance regulations should encourage variety and mix in residential development so as to provide a reasonable choice of locations within the City for persons at all income levels . The meeting was adjourned at 8 : 30 a . m .
