S. <br /> ' . <br /> r < : <br /> �✓ \Vmsi 4 <br /> 0 <br /> i <br /> March 30 , 1973 <br /> PROPOSED PROGRAM FOR HOUSING CODE COMPLIANCE UPON RESALE <br /> OF RESIDENTIAL BUILDINGS - ONE AND TWO- FAMILY DWELLINGS <br /> AND APARTMENT BUILDINGS <br /> GOAL <br /> To provide for mandatory maintenance of housing on a continual basis <br /> in the interest of preventing and retarding deterioration, dilapida- <br /> tion and blight of existing residential buildings . <br /> OBJECTIVE <br /> To adopt and implement a local ordinance requiring mandatory inspec - <br /> tions and housing code compliance upon resale of existing residen- <br /> tial buildings . <br /> PRINCIPAL IMPLEMENTATION FACTORS <br /> 1 . Owners or their authorized agents would be required to file for <br /> inspections and certification of code compliance upon determi - <br /> nation of the sale of a residential building prior to closing <br /> of the transaction . <br /> 2 . Inspections would be performed and reports of findings submit- <br /> ted to the owner , prospective buyer and other parties of in- <br /> terest . Code compliance would either be certified or orders <br /> issued to the owner to correct the deficiencies within a rea- <br /> sonable time , up to 6o days , dependent on the extent of the <br /> deficiencies and hazards observed . <br /> 3 . In the instances requiring corrections of deficiencies , the <br /> owner would initiate such rehabilitations and upon obtaining <br /> the proper permits and follow-up inspections , the Building De - <br /> . partment would issue certification of housing code compliance . <br /> PROGRAM INSPECTION SERVICES <br /> 10 Will provide comprehensive reports to owners , buyers and other <br /> parties of interest with information noting the zoning , age of <br /> the building , assessed values , records of permits and depart - <br /> mental file data . <br /> 2 , Will specify deficiencies observed , require corrections and <br /> recommend or relate to non-mandatory conditions observed that <br /> need attention . <br /> 1 . <br /> 3 . Will provide a permanent city file record of inspections and <br /> code compliance certification for future resale reference . <br /> POSITIVE EFFECTS <br /> 1 . Provides for meaningful maintenance of the community ' s existing <br /> housing stock with respect to the City ' s housing code . <br />
