MINUTES September 26 , 1973 <br /> HOUSING CONCERNS COMMITTEE 7 : 00 A „M0 <br /> COMMUNITY ACTIVITIES BUILDING REDWOOD CITY <br /> MEMBERS PRESENT : Mayor Keckley , Elise Johnson , Fred Soderer , Eugene <br /> Moriguchi , Rev . Bimson . <br /> MEMBERS ABSENT : Vice Mayor Henderson , Councilman Norris , Melvin <br /> Kerwin . <br /> STAFF PRESENT : Charles Gyselbrecht , Mike Riback , Ken Schroeter , <br /> Dick Rivas <br /> The meeting was called to order at 7 : 05 a . m . At that time , it was <br /> announced that the regular meeting of October 24th was cancelled due <br /> to the annual conference of the California League of Cities in San <br /> Francisco . Alternate date chosen was Wednesday , October 31st . <br /> In attendance at the meeting were various representatives of the Real <br /> Estate industry . They were : Dick Koral , Castle Realty ; William G . <br /> Nabhan , Broker Associates ; Dick Smithee , Mohr Associates ; and Warren <br /> Weinstock , Silver Realty . <br /> The Chief Building Official , Charles Gyselbrecht , presented a slide <br /> show depicting the condition of older homes in Redwood City . It spe- <br /> cifically showed a clear distinction of those which had been well main- <br /> tained or renovated versus those which had been allowed to deteriorate . <br /> Discussion then took place concerning the various ramifications of the <br /> proposed program for housing code compliance upon resale of residential <br /> buildings . Representatives of the Real Estate industry had some con- <br /> cerns and some of their comments were as follows : <br /> 1 . If the proposed program were adopted and approved by the City <br /> Council , they felt that the mandatory requirements of the ordinance <br /> were infringing upon the free enterprise system . <br /> 2 . That the proposal would increase the purchase price of resi- <br /> dential housing in Redwood City , which at the present time they feel <br /> is at its peak ; that the proposal would , no doubt , cause a decrease <br /> in the supply of housing available to low-to-moderate income families , <br /> particularly rental units, due to the fact that the owners would be <br /> expending funds to bring the units up to code and would have to pass <br /> the increased cost of such action to the tenants , resulting in higher <br /> rents . <br /> 3 . Mr . Weinstock stated that he was in support of the proposal <br /> because , in the past , he had been involved in a transaction which had <br /> an illegal addition and because his firm was the listing realtor , they <br /> had to expend funds in correcting same . <br /> The discussion continued for some time with many technical points being <br /> raised by other members of the audience . Staff recorded these concerns <br /> and will be prepared to answer these technical questions at the next <br /> discussion . <br />
