MINUTES October 10 , 1973 <br /> HOUSING CONCERNS COMMITTEE 7 : 00 A .M . <br /> COMMUNITY ACTIVITIES BUILDING REDWOOD CITY <br /> MEMBERS PRESENT : Mayor Keckley , Rev . Bimson , Elise Johnson , Fred <br /> Soderer , Eugene Moriguchi . <br /> MEMBERS ABSENT : Vice Mayor Henderson , Councilman Norris , Melvin <br /> Kerwin . <br /> STAFF PRESENT : Mike Riback , Ken Schroeter , Dick Rivas , James Smith . <br /> 1 . Chairman Keckley read a letter from the League of Women Voters <br /> commending the work of the Housing Concerns Committee in Redwood City . <br /> 2 . Deputy City Attorney Riback reported on the legality of the City <br /> purchasing and holding land for land bank purposes . The City Charter <br /> will allow land bank , if the land is earmarked for a specific purpose . <br /> Deputy Attorney Riback further reported on the question of non-profit <br /> corporations who lease property as being exempt from taxation . If the <br /> property is used for charitable purposes by a charitable organization , <br /> then the land , under certain conditions , may be tax exempt . <br /> The current law provides , under certain conditions , tax exemption for <br /> housing for the elderly or handicapped . The law does not speak to <br /> other types of non-profit housing . <br /> Motion by Rev . Bimson and seconded by Mr . Moriguchi to refer the ques- <br /> t ion of tax exemption for low income housing by non-profit corpora- <br /> t ions to the Legislative Committee of the City Council for considera- <br /> t ion as to possible legislation in this area . <br /> 3 . Dick Rivas distributed copies of the "Housing Element Guidelines , " <br /> which had been prepared by the State Department of Housing and Commu- <br /> n ity Development . The Committee then reviewed the guidelines and dis- <br /> cussed the various components recommended for inclusion in the housing <br /> e lement by the State . <br /> Rivas then reviewed the timetable for the completion of the housing <br /> e lement and the various facets of it: Intergovernmental Coordination , <br /> Inter-agency Coordination , Relation to other Planning Elements , and <br /> Citizen Participation , <br /> The Planning Director advised the Committee that the housing element <br /> has been coordinated with other elements of the General Plan for pur- <br /> poses of finding inconsistencies . <br /> The statement of Goals , Objectives , and Obstacles will be distributed <br /> to all City departments , who , in turn , will report back as to the impact <br /> on money/time/manpower . These digested reports will be submitted to <br /> the Housing Concerns Committee at the November 7th meeting . <br /> Motion by Mr . Moriguchi to adjourn at 8 : 30 a . m . Motion duly seconded <br /> and carried unanimously. <br />
