MINUTES November 21 , 1973
HOUSING CONCERNS COMMITTEE 7 : 00 A . M .
COMMUNITY ACTIVITIES BUILDING REDWOOD CITY
MEMBERS PRESENT : Mayor Keckley , Vice Mayor Henderson , Councilman
Norris , Rev . Bimson , Elise Johnson , Tony Gonzales ,
Eugene Moriguchi .
MEMBERS ABSENT : Fred Soderer and Tony Quintero .
STAFF PRESENT : Charles Gyselbrecht , Mike Riback , Ken Schroeter ,
James Smith , and Dick Rivas ,
Committee Members received copies of a letter addressed to Mr . Steven
Graham, Director , Planning, Research and Development , San Mateo , Eco-
nomic Opportunity Commission , from Stuart House , Senior Consultant for
the Joint Subcommittee on Community Development , California Legisla-
ture . The letter states that members of the sub-committee are inter-
ested in meeting with Redwood City officials and have their input on
the subject of Community Development . The Committee Members agreed
that the proposed meeting would be of benefit to all concerned .
Chairman Keckley instructed staff to communicate with Mr . House to
establish a meeting date . It was agreed that the morning of December
19th would be the preferred meeting date . However , if necessary , an
evening meeting for that same date would be agreeable to all concerned .
Discussion then began concerning the Housing Concerns Committee ' s res -
ponsibility for determining and recommending to Mobil and City Council
the organization most qualified to assume title to low and moderate
income property and the responsibility for the subsequent development
of a housing program .
Rivas spoke to what the responsibilities of the committee would be .
He stated that there were certain distinct problem areas to deal with .
Mentioned were : site selection ; type of housing to be constructed ;
economic feasibility ; social planning ; community facilities .
Neil Smith from Mobil began speaking to site locations . He stated
that Mobil would donate a 6 - 8 acre site or scattered sites for the
development of low to moderate income housing . Rivas asked if the
location of the site or sites had already been predetermined by Mobil .
Smith ' s reply was "No," As long as a particular area had not been called
for by any other developer , any area would be all right . Even an area
along the lagoon could become available for development by a non-profit
sponsor .
Neil Smith also stated that the donated land would be ready for develop-
ment . That is , that the site would have been filled , utilities and
streets would also be in Chairman Keckley asked that Smith put in
writing to the City Manager the above information .
