He felt that full con- <br /> sideration should be given to developing these sites so that people <br /> might be able to walk to work . It was agreed that the process of <br /> selecting sites for development hinged on favorable environmental <br /> impact reports for the shopping center and overall development of <br /> the Shores area . <br /> Committee Member Moriguchi then stated that the discussion was cen- <br /> tering on the technical process of the proposed development , rather <br /> than first determining the composition of the working committee . <br /> Neil Smith stated that his idea of the composition of the working <br /> committee would be : <br /> 3 members from the Housing Concerns Committee <br /> 3 members from low income groups <br /> 3 members from neighborhood groups <br /> 3 members from City staff <br /> The Housing Concerns Committee members then discussed whether they <br /> should act as the umbrella for a working subcommittee versus being <br /> the working committee because of the committee ' s Citywide responsi- <br /> bility for dealing with the housing problem . <br /> Steve Graham, Director , Planning , Research and Development of the <br /> County EOC , recommended direct participation of citizens by placing <br /> them on the working subcommittee . He felt that the group should be <br /> composed of the following : <br /> Members of the Housing Concerns Committee <br /> Members of homeowners associations <br /> Representatives from senior citizen and <br /> minority organizations <br /> The composition of the proposed working subcommittee was discussed <br /> for some time . No decision was made as to whether there would be <br /> such a working group or how the Housing Concerns Committee would work <br /> in preparing a recommendation to the City Council . Discussion will <br /> continue on December 12th , <br /> Meeting adjourned at 8 : 40 a . m. <br />
