He felt that full con- sideration should be given to developing these sites so that people might be able to walk to work . It was agreed that the process of selecting sites for development hinged on favorable environmental impact reports for the shopping center and overall development of the Shores area . Committee Member Moriguchi then stated that the discussion was cen- tering on the technical process of the proposed development , rather than first determining the composition of the working committee . Neil Smith stated that his idea of the composition of the working committee would be : 3 members from the Housing Concerns Committee 3 members from low income groups 3 members from neighborhood groups 3 members from City staff The Housing Concerns Committee members then discussed whether they should act as the umbrella for a working subcommittee versus being the working committee because of the committee ' s Citywide responsi- bility for dealing with the housing problem . Steve Graham, Director , Planning , Research and Development of the County EOC , recommended direct participation of citizens by placing them on the working subcommittee . He felt that the group should be composed of the following : Members of the Housing Concerns Committee Members of homeowners associations Representatives from senior citizen and minority organizations The composition of the proposed working subcommittee was discussed for some time . No decision was made as to whether there would be such a working group or how the Housing Concerns Committee would work in preparing a recommendation to the City Council . Discussion will continue on December 12th , Meeting adjourned at 8 : 40 a . m.
