7.1.B. - Page 2 <br /> ANALYSIS <br /> Utilizing consultants for specific assistance is an efficient and effective use of resources, <br /> allowing the Department to quickly access needed technical skills and address <br /> fluctuations in workload. The intent of pre - qualified, on -call services is to simplify and <br /> streamline future Requests for Proposals (RFP) to work on individual projects. <br /> In response to the City's RFQ, twelve proposals were received, nine of which were for <br /> environmental services. Based on the department's evaluation of proposals, seven <br /> proposals were determined to be qualified. These seven firms represent a "list" of <br /> consultants that could provide the City with environmental services. Of these seven <br /> firms, the top two proposals were selected for the provision of on -call environmental <br /> services contracts. These consultants are: David J. Powers and Associates Inc. and <br /> LSA Associates, Inc. <br /> City staff is requesting that Council execute an agreement with David J. Powers Inc. for <br /> the provision of environmental services. This represents the initial agreement with this <br /> consultant for a total not to exceed $250,000. The agreement is attached as <br /> Attachment A. <br /> The proposed LSA contract represents Amendment Number 1. The original contract <br /> was established in November 2014 for $59,500. After further consideration, staff <br /> determined that the need for LSA's services would quickly deplete the original <br /> contracted amount. Staff is proposing to add an additional $190,500 to the contract for a <br /> total not -to- exceed $250,000. The agreement is attached as Attachment B. <br /> Once the "on- call" contracts are executed, the consultants will be utilized as needed and <br /> will be chosen for a project dependent upon the firm's expertise. Staff would request <br /> that these firms provide an RFP for a scope of work determined by City staff that is <br /> consistent with the requirements of a particular project. These will be on- going, on -call <br /> contracts, with a cumulative contract limit of $250,000 each ($500,000 total). The <br /> consultant's work under each individual contract will have to be authorized by the City in <br /> advance, allowing flexibility to address program need, but ensuring that no more than <br /> $250,000 will be spent on each of these contracts. Consultants selected are not <br /> guaranteed work, but are available if /as needed for work up to the contracted amount <br /> over the course of the contract term. The other five qualified firms may also be <br /> requested to bid for work on a particular project, but separate contracts would need to <br /> be prepared an approved if any one of these consultants are selected. <br /> ALTERNATIVES <br /> Do not authorize execution of the on -call environmental services agreements and direct <br /> staff to pursue alternate means of environmental review for development proposals. <br />
