7.4.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 12, 2015 <br /> SUBJECT <br /> Implementation Activities Relating to Downtown Redwood City Community Improvement District <br /> including Amending Procedural Ordinance Regarding Provision of Improvement and Activities <br /> and Approving Management and Disbursement Agreement between City and RCIA <br /> RECOMMENDATION <br /> 1. Waive First Reading and Introduce an Ordinance Adding New Section 31.15 to Chapter 31 of <br /> the City's Code Relating to the Provision of Improvements and Activities by Community Benefit <br /> Improvement Districts; and <br /> 2. By Motion, Approve and Authorize City Manager to Execute a Management and Disbursement <br /> Agreement with the Redwood City Improvement Association (RCIA) Providing Management <br /> Services for Administration of Downtown Redwood City Community Benefit Improvement District; <br /> and Further Authorize City Manager to Make Adjustments to Contract As Needed. <br /> BACKGROUND <br /> The City Council adopted two ordinances which led to the creation of the Downtown Redwood <br /> City Community Benefit Improvement District. Adopted on August 25, 2014, Ordinance 2404 is <br /> the procedural ordinance which authorized the City to establish Community Benefit <br /> Improvement Districts (CBIDs) and to levy an annual benefit assessment against real property <br /> located within each CBID. This is now codified Chapter 31 in the City's Code. Subsequently, <br /> after a successful balloting process, the City adopted Ordinance 2408 which formed the <br /> Downtown Redwood City Community Benefit Improvement District and levied an assessment <br /> in connection therewith. The annual assessment on property owners within the District will <br /> generate ongoing funding for support of the Downtown Redwood City Community Benefit <br /> Improvement District. The City subsequently submitted the necessary documentation to the <br /> San Mateo County Assessor's Office to ensure that the assessments appear on the 2014 -15 <br /> tax bills for properties within the District. <br /> As contemplated by the adopted ordinances, the City proposes to contract with an Owner's <br /> Association, a non - profit organized to provide management services, to implement the work of <br /> the District as articulated in its Management Plan. Accordingly, the property owners have <br /> formed an organization and appointed an interim executive board to provide these <br /> management services. The interim board hired New City America as a consultant to assist <br /> with the formation process. New City America's services include filing formal incorporation <br /> documents, developing bylaws, preparing solicitations for initial service providers and an <br /> executive director, and assisting with developing a Management and Disbursement <br /> Agreement with the City.
