8.A. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
January 12, 2015
SUBJECT
2015 Rates for Solid Waste Special Service Requests Provided by Recology San Mateo
County
RECOMMENDATION
Adopt a Resolution increasing by 1.47% the rates for Solid Waste Special Service
Requests provided by Recology San Mateo County.
BACKGROUND
A presentation was made to the Utilities Committee on August 20, 2014 by City staff
and representatives of the South Bayside Waste Management Authority (SBWMA)
regarding trash rates for 2015. The recommendation of the Utilities Committee is to not
increase regular collection rates and to increase rates for Special Service Requests by
1.47 %. The existing rates for regular collection are sufficient to meet the revenue
requirement which the City will owe Recology for their services in 2015. The proposed
increase of 1.47% to Special Service Request rates is to cover the costs of providing
services above and beyond regular collection service.
The City Council annually sets the maximum rate to be charged for solid waste,
recycling and compost collection. The total cost of the solid waste program includes the
cost of the collection services, disposal and processing costs, and agency fees.
Recology has been contracted by the City of Redwood City to provide collection
services in Redwood City. Redwood City is a member agency of South Bayside Waste
Management Authority (SBWMA), along with other cities. Recology provides to
SBWMA an annual Compensation Application for the collection services, disposal and
processing costs, and agency services it provides each year. SBWMA reviews and
audits the Application, and if approved, become the basis for setting rates for the
upcoming year.
ANALYSIS
For 2015, Recology's approved application requires no increase in rates for Regular
solid waste, and recycling collection services, and a 1.47% increase for Special Service
Requests. Special Service Requests include items such as Return Trip, Key Service,
Additional Containers, and Container Cleaning.
Pursuant to the procedural requirements of Proposition 218, the City mailed notices of
the proposed 2015 rate increase for Special Service Requests and of the public hearing
