8.A. - Page 2
to property owners and ratepayers, posted the Notice of Public Hearing at official
posting sites and published it in the local newspaper.
New for 2015 will be the City's participation in the SBWMA collection program of
Household Hazardous Waste from single and multi - family residents at no cost to the
residents. The program costs for 2015 will be paid using funds from the City's Trash
Rate Stabilization Fund. The City Council approved participation in this program at its
meeting of September 22, 2014, Resolution Number 15369.
ALTERNATIVES
Council may elect not to approve this proposed increase to the Special Service
Requests rates but in doing so may create the need for the City to subsidize payments
for these services in order to comply with the terms of the Franchise Agreement. The
City will also incur interest charges as the proposed rate increase is based on a
methodology contained in the Franchise Agreement
FISCAL IMPACT
Since the City, in accordance with the respective Franchise Agreement does not pay
Recology for solid waste and recyclable material collection services from the General
Fund, there will be no cost impact to the City if the increase for Special Service
Requests is approved. This practice is consistent for all SBWMA Member Agencies.
ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because it has no potential for resulting in either a direct or foreseeable physical
change in the environment.
'/ •
MICHAEL GIBBONS
PUBLIC WORKS SUPERINTENDENT
BILL EKERN
ASSISTANT CITY MANAGER
ROBERT B. BELL
CITY MANAGER
