One Council Member added that this is not General Fund money because this is money <br /> paid into a special fund for this area and it cannot be refunded into General Fund. This <br /> Council Member disagreed with the term used by the newspapers of overcharging. He <br /> explained how these funds are used to stabilize rates. Another Council Member <br /> inquired if it would be possible to obtain data on the matter. <br /> Vice Mayor Foust said that the Executive Director of the SBWMA (South Bayside Waste <br /> Management Authority) was in the audience and he could address some of the issues <br /> since he has been at the Utilities Committee meeting. Mr. McCarthy explained that the <br /> data on participation and rates is on the website and it is posted monthly, he added that <br /> this program is a convenience for users and it supplements what is already being <br /> offered.
