One Council Member added that this is not General Fund money because this is money <br /> paid into a special fund for this area and it cannot be refunded into General Fund. This <br /> Council Member disagreed with the term used by the newspapers of overcharging. He <br /> explained how these funds are used to stabilize rates. Another Council Member <br /> inquired if it would be possible to obtain data on the matter. <br /> Vice Mayor Foust said that the Executive Director of the SBWMA (South Bayside Waste <br /> Management Authority) was in the audience and he could address some of the issues <br /> since he has been at the Utilities Committee meeting. Mr. McCarthy explained that the <br /> data on participation and rates is on the website and it is posted monthly, he added that <br /> this program is a convenience for users and it supplements what is already being <br /> offered. He added that the SBWMA is a trash organization that represents 12 agencies. <br /> The Vice Mayor also stated that the reporter does not write the headline, and it is <br /> frustrating when this happens and it was unfortunate the term chosen for the headline. <br /> The motion carried 6-0 by electronic vote with Council Member Howard absent. <br /> 1. Memorandum of Understanding for FY 2014-15 between the Sequoia <br /> Healthcare District and the City of Redwood City for the PE Plus <br /> Program (304) <br /> Recommendation: <br /> By motion, approve and authorize the City Manager to execute the FY 2014- <br /> 15 Memorandum of Understanding (MOU) between the Sequoia Healthcare <br /> District (SHCD) and the City of Redwood City to provide comprehensive <br /> physical education curriculum for children in Kindergarten through 5th grade <br /> at four Redwood City School District schools. MINUTE ORDER 14-142 <br /> B.
