US 101/84 Interchange Improvement Project Update and Review of <br /> Alternatives (304) <br /> Recommendation: <br /> Receive staff report on project and provide guidance to the consultant team. <br /> Mr. Ekern, Assistant City Manager, introduced the topic and Mr. Paul Krupka <br /> provided a brief introduction of the project (presentation on file). He <br /> introduced the two next speakers who covered the various alternatives in <br /> detail. The consultant covered various trajectories for vehicle paths and the <br /> different scenarios. The consultant provided a schedule and the date of <br /> upcoming meetings as well as a synopsis of what has happened to date. It <br /> was noted that City Board, Commission, and Committee Members provided <br /> meaningful input at these public meetings. <br /> Council Discussion <br /> One Council Member noted that the options are impressive and he <br /> appreciates the presentation and the level of detail. This Council Member <br /> asked for particular information on various options. The consultant provided <br /> information on the various pros and cons and how the data will help make a <br /> decision. Mayor Gee explained that this ISEA (Initial Study Environmental <br /> Assessment) and in the end it will be important to have a co-funding <br /> mechanism whereby various Council Members, who serve on various <br /> regional boards, can advocated for financial participation. <br /> Public Comment <br /> Mathew Self is a member of the Silicon Valley Bike coalition and he would <br /> like to commend the project team for a lot of detail and for Option 3. He <br /> opined that this is an excellent option for various reasons. He believes the <br /> option with the roundabout is the least beneficial to the cyclists. His <br /> preferred options are three and eight and he believes that the options need <br /> to be studied carefully because Caltrans will build what we ask it to build. <br /> Vice Mayor Foust said that there are sites on the map that show certain <br /> labels when in fact these are not accurate. She asked for a correction on <br /> the ownership and captions. Dr. Bell said staff would address this matter. <br /> B.
