Mr. Aknin also said that tonight the action was to introduce <br /> the Ordinance and the Public Hearing will take place on November 17, 2014. <br /> Public Comment <br /> Adina Levin, representing the Friends of Caltrain, spoke in support of Caltrain and <br /> transit policies that include the effective use of parking and looking at opportunities for <br /> underutilized spaces in garages, conducting surveys, reducing driving and not building <br /> unnecessary parking spaces. She complimented the City on its strategy to effectively <br /> manage parking within the General Plan and executing it incrementally. She also spoke <br /> about having a policy for unbundling parking for commercial leases, the possibility of <br /> using a cash buyout program for employees, and having more updates as things move <br /> forward. <br /> Two Council Members commented on the cost share approach and one mentioned that <br /> answers to some of her questions were laid out in the ordinance. She inquired about <br /> the Last Mile Connection Program. This Council Member suggested Sequoia Station as <br /> a lot to be used for the car share instead of having people come to the Library. She also <br /> said that there are library patrons who are already aggravated and maybe it would be <br /> best to look at sites closer to the train station or do a trade of service. She likes the <br /> notion of "grab and go" but she is still interested on pursuing dropping off areas. She <br /> appreciated the report and she sees that the staff is moving forward. <br /> Another Council Member thanked staff for the report and he would like to see this as <br /> part of the private public partnership program. He would like to reach out to business <br /> owners and land owners and share what is in it for them. He said this is not an attempt <br /> to make money but an interest to make it fair, available and affordable parking and <br /> transportation. <br /> Another Council Member inquired if the current approach's goal is to stop subsidizing <br /> the cost of the parking program which we have been paying for the last few years at the <br /> tune of about $1 million a year. Yet, another Council Member noted she has seen the <br /> bike racks and she would like to see more of these but it is important to figure out where <br /> these should be placed. She would like to ask big employers to have bike racks and she <br /> wants to see more handicapped parking as well as having the parking meters be fitted <br /> for all sizes and needs of customers. <br /> Vice Mayor Foust said that Mr. Aknin did a good job summarizing heavy data and she <br /> tied it to charging stations and how this information is helpful. She believes this is the <br /> time for the Council to use our ambassadors like the Senior Affairs Commission <br /> members and invite them to get the message out. She believes that the Boards, <br /> Commissions and Committees and service groups could also be of help and spread the <br /> news. In regards to the car share program, she opined it makes sense for her to have <br /> the pick up at the Library since it is owned by the City.
