the community coming together. He opines that these small changes are balancing with
the original proposals from the document. He said he will support Option Three.
Another Council Member thanked the speakers for sharing their comments with the
Council. She felt that it helped her understand their concerns and she appreciated the
conversation she had with her colleagues. She said that she does not like making
changes, but she felt that this is a small shift she could accept. Nonetheless, she felt
that the City does need to look at the traffic and congestion and traffic flow, as well as
have a retail strategy that talks about attraction and how that will happen.
Furthermore, she would like to proceed with a Downtown Precise Plan II, but not so
quickly. She sympathized with people who did not want change. She said that she
understood that it seems that change in the downtown is moving fast, because the
buildings are up. She recalled that in the last 30 years, no one wanted to build in
Redwood City, so that is why it had been the same for a long time. But, the DTPP has
changed that and opined that it is a success. She will support Option Three.
Mayor Gee thanked everyone for hanging in there. He thought it was unfortunate that
the conversation was only about three numbers and he said this issue was more
complex than that. He said that it had to do with our infrastructure, traffic, parking, the
environment, and things that haven't been said. He felt that it was the Council's
responsibility to be good stewards for today and the future. He expressed his
disappointment when he hears young children being told that they can't live in Redwood
City. He understood change was hard, but he wants to ensure that there were
opportunities for the present and the future.
He mentioned the successful rating of the City's Infrastructure and increasing water
conservation, and the active participation of some Council Members in three different
transit agencies. He stated that the City is always actively engaged with the community.
He wanted to ensure that Redwood City is a community for everyone.
Mayor Gee also discussed that what was being conversed tonight was only a limited
amount of space. Furthermore, he mentioned the EI Camino Real development and
community benefits. He also mentioned how longtime downtown property owners will
now have the chance to modestly expand their businesses. Furthermore, he would like
more businesses downtown, and mentioned how two businesses were on the verge of
leaving Redwood City.
He concurred that Option Three was reasonable. However, he was not interested in
pursuing Phase II of the DTTP, he wanted to wait and let the change settle since
change was hard for the community. He would like to see how the neighborhoods
evolve before moving forward.
M/S Foust/Seybert to approve staff recommendation (Option 3) by motion, confirming
the scope of a potential General Plan and Downtown Precise Plan amendment to allow
applicants to request adjustments to the Downtown Precise Plan Maximum Allowable
JOINT CITY COUNCIUSUCCESSOR AGENCY BOARD December 8, 2014
MEETING MINUTES PAGE 15
MINUTE BOOK NO. 65
Page No. 297
