7.1.A. - Page 2 <br /> for school years 2008-2012 to an average of .5 incidents over the last two years. <br /> Additionally, over the same period, there has been a 23% reduction in incidents <br /> requiring a police intervention, down from a high of 87 in 2008-2009 to just 66 during the <br /> last school year. Having a dedicated officer, present on campus on a daily basis, is <br /> invaluable to the students, the staff, and the police department. Due to this consistent <br /> contact, the School Resource Officer is uniquely positioned to serve as a mentor and <br /> role model for "at risk" students at a critical juncture in their lives. The opportunity for <br /> the officer and students to interact on a daily basis in a positive context cannot be easily <br /> duplicated or replaced through other programs. A patrol officer, no matter how talented <br /> or dedicated, who has other duties to attend to, simply cannot establish this type of <br /> rapport with students and staff. Moreover, the relationships and trust developed <br /> between the officer and students extends far beyond the campus and out into the <br /> community, thereby increasing the Department's ability to serve the needs of the <br /> citizens, and particularly the youth, of Redwood City. Were the program discontinued, <br /> the police department would be unable to provide this unique service through other <br /> channels. The Department would not only anticipate a rise in the number of incidents at <br /> the school requiring police intervention, but also the loss of an important avenue for <br /> community outreach. <br /> ALTERNATIVES <br /> Council could decline to enter the contract and a full-time School Resource Officer <br /> would not be assigned to Sequoia High School. A regularly scheduled patrol officer <br /> would respond to calls for service associated with the high school. <br /> FISCAL IMPACT <br /> The Sequoia Union High School District agrees to pay $30,000.00 in to the City of <br /> Redwood City general fund. <br /> ENVIRONMENTAL REVIEW <br /> This activity is not a project under CEQA as defined in the CEQA Guidelines, section <br /> 15378, because it has no potential for resulting in either a direct or foreseeable physical <br /> change in the environment. <br /> 7/ <br /> ASHLEY OSBORNE <br /> ACTING LIEUTENANT <br /> c),-a 01,01-e ___ <br /> JR GAMEZ <br /> CHIEF OF POLICE <br />
