7.1.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 26, 2015 <br /> SUBJECT <br /> Agreement for Service between the City of Redwood City and the Sequoia Union High <br /> School District <br /> RECOMMENDATION <br /> By motion, approve and authorize City Manager to execute an agreement between City <br /> of Redwood City and Sequoia Union High School District for District to pay $30,000 to <br /> City for a School Resource Officer four days a week at Sequoia High School during <br /> 2014-2015 school year. <br /> BACKGROUND <br /> Since the fall of 2000, the Redwood City Police Department has, pursuant to contract, <br /> provided a School Resource Officer four days per week at Sequoia High School. This <br /> position is funded on a partnership basis with the police officer's salary being partially <br /> supported by the school district for the nine months school is in session. The School <br /> Resource Officer has been involved in a variety of activities that enhance the safety on <br /> campus and provide a positive police presence for the students and staff. The school <br /> staff and teachers are able to utilize the officer to resolve a variety of issues that arise <br /> on campus. The officer helps supervise sporting events and attends other school <br /> functions that allow for interaction with students in a positive manner. The overall <br /> quality of life for the students and staff has been improved with a safer school <br /> environment. <br /> The School District has requested an officer for the 2014-2015 school year. The <br /> contract covers the period from July 1, 2014 through June 30, 2015. Police department <br /> personnel inadvertently did not submit the contract for approval prior to the start of the <br /> school year but have been providing a School Resource Officer since classes began. <br /> The costs for the services are approximately $106,250.00. By mutual agreement the <br /> Sequoia Union High School District will make a single payment of $30,000.00 to offset <br /> the cost of providing an officer. Existing police personnel resources are being utilized to <br /> provide this service and the officer position already exists in the police department's <br /> budget. <br /> ANALYSIS <br /> The partnership between Sequoia High School and the Department has been highly <br /> successful. The continued presence of the School Resource Officer has reduced <br /> campus criminal activity and held gang related activity to an extremely low level. For <br /> example, reported gang related incidents have decreased from an average of 5 per year <br />
