By motion, approve and authorize the City Manager to execute an agreement with
Bellecci & Associates, Inc. in an amount up to $250,000 to provide on - call construction
management and inspection services for a period of two (2) years, and authorize the
City Manager: to increase the total agreement amount by an additional ten (10) percent,
and to extend the term of the agreement, if necessary.
BACKGROUND
During times of heavier workloads, the City often relies on outside consultants to
augment in-house staff in order to provide construction management and inspection
services in the Engineering Division. This allows the City to maintain the quality of and
responsiveness to the requests for traffic calming and other traffic controls, to complete
development review, and to increase staff's ability to deliver grant-funded projects in a
timely manner.
ANALYSIS
In July 2013, Engineering Division staff issued a Request for Statements of Qualification
for transportation engineering services and for construction management services.
Several proposals were received. After evaluating the proposers' qualifications, five (5)
consultant firms were selected to be included in the pre-qualified list for transportation
engineering services, and seven (7) consultant firms were selected to be included in the
pre-qualified list for construction management services.
