7.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 26, 2015 <br /> SUBJECT <br /> Professional services agreements for on-call services for transportation engineering, <br /> construction management, and inspection services <br /> RECOMMENDATION <br /> 1. By motion, approve and authorize the City Manager to execute an agreement with <br /> TJKM Transportation Consultants in an amount up to $200,000 to provide on - call <br /> civil/transportation engineering services for a period of two (2) years, and authorize the <br /> City Manager: to increase the total agreement amount by an additional ten (10) percent, <br /> and to extend the term of the agreement, if necessary. <br /> 2. By motion, approve and authorize the City Manager to execute an agreement with <br /> Kimley-Horn and Associates, Inc. in an amount up to $200,000 to provide on - call <br /> civil/transportation engineering services for a period of two (2) years, and authorize the <br /> City Manager: to increase the total agreement amount by an additional ten (10) percent, <br /> and to extend the term of the agreement, if necessary. <br /> 3. By motion, approve and authorize the City Manager to execute an agreement with <br /> Bellecci & Associates, Inc. in an amount up to $250,000 to provide on - call construction <br /> management and inspection services for a period of two (2) years, and authorize the <br /> City Manager: to increase the total agreement amount by an additional ten (10) percent, <br /> and to extend the term of the agreement, if necessary. <br /> BACKGROUND <br /> During times of heavier workloads, the City often relies on outside consultants to <br /> augment in-house staff in order to provide construction management and inspection <br /> services in the Engineering Division. This allows the City to maintain the quality of and <br /> responsiveness to the requests for traffic calming and other traffic controls, to complete <br /> development review, and to increase staff's ability to deliver grant-funded projects in a <br /> timely manner. <br /> ANALYSIS <br /> In July 2013, Engineering Division staff issued a Request for Statements of Qualification <br /> for transportation engineering services and for construction management services. <br /> Several proposals were received. After evaluating the proposers' qualifications, five (5) <br /> consultant firms were selected to be included in the pre-qualified list for transportation <br /> engineering services, and seven (7) consultant firms were selected to be included in the <br /> pre-qualified list for construction management services. <br /> Page 1 of 3 <br />
